Born in the Turhal district of Tokat in 1957, Necli opened solo exhibitions at Kars City Council, Kafkas University and Kars Public Education Centre, and participated in festivals in Ankara and Afyonkarahisar, where he settled after his retirement from Afyon Sugar Factory Directorate. In addition to the art of wood burning, a skill which he improved without formal training, Necli also produces mandala and decorated gourds in his workshop.
