Ulusal was born in 1977 in the Divriği district of Sivas. After graduating from Dokuz Eylül University (DEU) Faculty of Fine Arts, Traditional Turkish Handicrafts, Old Tile Restoration Department with her thesis titled Siyavuş Paşa Türbesi (Eyüp-İstanbul) Giriş Kapısı Duvarı Sağ ve Sol Çini Panolarına İlişkin Restorasyon Raporu (Restoration Report on the Right and Left Tile Panels of the Entrance Wall of Siyavuş Paşa Tomb (Eyüp-İstanbul)) in 2003, she received Pedagogical Formation Training at DEU Buca Education Faculty in 2011. Having started her internship with Mehmet Gürsoy, a tile artist who holds the UNESCO Heritage Bearer and Living Human Treasure Award at Iznik tile making in Kütahya, Ulusal completed her internship at Çanakkale Seramik in 2001. Working in various ceramic workshops between 2003 and 2010, she improved her skills in the fields of plaster mold production, model making, form pattern design, glazing and firing techniques, material supply, and workshop management. Ulusal, who worked as a tile master instructor in a prison with the assignment of Buca Public Education Center between 2011-2019, was given the Intangible Cultural Heritage Bearer Artist Introduction Card in the field of tile art by the General Directorate of Research and Education of Republic of Türkiye Ministry of Culture and Tourism in 2023. Ulusal, who participated in various exhibitions, competitions and fairs with her artworks and became a member of the Traditional Arts Association in 2018, has been working as a tile master instructor at Bornova Public Education Center since 2020.
