Billur Çağlar is a graduate of Eskişehir Anadolu University Business Administration Faculty Business Administration Department. She took illumination and miniature classes at Cahide Keskiner Workshop for four years, and completed the Ministry of Culture and Tourism Topkapı Palace Traditional Turkish Arts Certificate Program in 1992-1993. Çağlar took miniature classes from Yakup Cem and illumination classes from Münevver Üçer between 1996-1998; and did studies on Ottoman architecture, life style and women of the palace in miniatures. She held six personal exhibitions and participated in many group exhibitions.
