In 2000, Doğan graduated from Kütahya Vocational High School Tile Ceramics Department and in 2003 from Kütahya Dumlupınar University Vocational School Tile Design Department. The same year, he worked as a teacher in the traditional tile patterns course opened by Kütahya Provincial Directorate of Culture and Tourism. Doğan received the title of Intangible Cultural Heritage Bearer from the Evaluation Board of Intangible Cultural Heritage Bearers of Republic of Türkiye Ministry of Culture and Tourism in 2022 and the certificate of master instructor of tile embroidery from Kütahya Public Education Centre in 2024.
