Born in 1977 in Kütahya, Tülüce graduated from Kocaeli University, Faculty of Technical Education, Department of Electronics and Computer Education in 2022, and the same year started working as an electronics teacher at Gebze Anadolu Teknik, Teknik Lise ve Endüstri Meslek Lisesi (a vocational high school in Gebze). Tülüce, who took thuluth courses from Erol Balcı at GESMEK in 2009 and Mahmut Şahin in 2010, continues to study thuluth, naskh and taliq scripts with his teacher Şahin, from whom he received his ijazah in thuluth and naskh.
