Dilek Öğüt Karagöz was born in Çanakkale in 1964. She is a graduate of Public Administration Department. Karagöz started her miniature studies with Mamure Öz and studied at Topkapı Palace, Department of Traditional Turkish Decorative Arts for two years. She participated in the lessons of Semih İrteş at Nakkaş (means painter) Decorative Arts Center. She continued her studies on illumination and miniature at Sema Workshop. She participated in many group exhibitions. The students she trained areare Kübra Çelebi and Gülşen Kor.
