Orhan Dağlı was born in Istanbul in 1971. He graduated from Mimar Sinan Fine Arts University Traditional Turkish Handicrafts Department in 1997. Dağlı started taking khatt classes from Hüseyin Kutlu in 1990; received thuluth naskh license from Hüseyin Kutlu and illumination license from Asst. Prof. Dündar Tahsin Aykutalp in 2001, and taliq, diwani, jali diwani licenses from Prof. Ali Alparslan in 2002. He gave classes at İSMEK and Istanbul Decorative Arts Center, and participated in over forty group exhibitions. Dağlı has been continuing his works at his own workshop since 2007.
