Selcen Belgin Balıkçı was born in Afyon in 1976. She took sweeping (an illumination technique) classes from Nur Köseoğlu in 2002. Balıkçı started receiving illumination training with Emel Türkmen between 2003 and 2004; and in 2008, she completed her training with the classes she took from Fatma Özçay within Classical Turkish Arts Foundation for four years. She won third prize in 2011, and first prize in 2014 in Al-Burda Illumination Competition organized by United Arab Emirates. Balıkçı, who participated in various exhibitions, continues her studies with khattats like Mehmed Özçay, Osman Özçay and Mümtaz Seçkin Durdu.
