BAĞIR was born in 1964 in Istanbul, and completed her primary education at Bakırköy Pilot Cengiz Topel Primary School, and her secondary and high school education at Bakırköy Central High School. She graduated from Ankara University, Faculty of Agriculture, Department of Landscape Architecture in 1985. She worked as a landscape architect in various construction projects in Turkey and abroad, and retired in 2008. She was introduced to patchwork at ISMEK courses. She still continues to do patchwork by attending these courses.
