Born in the Mengen district of Bolu in 1951, Özcan started his career in education as a primary school teacher in 1969 and after retiring as a school principal in 1995, he worked as a founding principal and director in private schools. Since 1982, Özcan has been interested in wood crafts and has taken part in exhibitions in Türkiye and in many universities. Özcan, who participated in training seminars in Türkiye and abroad and served as a board member in various associations, continues to work as an educational consultant in a private school and as a board member responsible for education in a private education services company. Özcan is the father of two children.
